International Cooperation Department is responsible for the management of TÜBİTAK’s international programmes.
These programmes are divided into three general categories.
- Bilateral Cooperation
- Cooperation with the Regional and International Organizations
- Cooperation with the European Union (EU)
Activities of the Bilateral Cooperation and Cooperation with the Regional and International Organizations are carried out by the Bilateral and Multilateral Relations Division which is connected to the International Cooperation Department.
International Cooperation Department is composed of two directorates:
- Bilateral and Multilateral Relations Division
- EU Framework Programmes National Coordination Office
BILATERAL AND MULTILATERAL RELATIONS DIVISION
Bilateral and Multilateral Relations Division under TÜBİTAK International Cooperation Department is responsible for carrying out or monitoring the above-mentioned activities of Bilateral Cooperation and Cooperation with International Organizations.
1. Bilateral Cooperation
There are bilateral cooperation agreements with a variety of countries at the intergovernmental or inter-institutional levels. Within the framework of such agreements, common research projects are supported and monitored; financial support is provided for several different types of activities such as common scientific meetings, exchange of scientists, scientific visits, etc.
In addition, TÜBİTAK is serving for the formation of documents at the intergovernmental meetings in the field of science and technology and as a result of these meetings.
2. Cooperation with the International/Regional Organizations
Our country is actively participating in the activities of a variety of European research programmes such as COST (European Cooperation in the field of Scientific and Technical Research), ESA (European Space Agency), ESF (European Science Foundation) and EMBC (European Molecular Biology Conference); regional organizations such as Black Sea Economic Cooperation and Economic Cooperation Organization and international organizations like NATO, OECD and UNESCO. Participation of Turkish scientists to the events organized by these organizations are supported or monitored by TÜBİTAK.

EU FRAMEWORK PROGRAMMES NATIONAL COORDINATION OFFICE
Since 1984, research and innovation activities of the EU are grouped in one big programme called the Framework Programme (FP). Research Framework Programmes are the EU’s main financial and legal instruments to implement the European Research Area (ERA)
The Seventh Framework Programme (FP7) is the current (2007-2013) Framework Programme for Research and Technological Development set up by the European Union (EU) in order to fund and promote European research and technological development. FP7 is a key tool to respond to Europe’s needs in terms of jobs and competitiveness, and to maintain leadership in the global knowledge economy.
The Scientific and Technological Council of Turkey (TÜBİTAK) has been assigned officially by the Turkish government as the contact organisation for the EU Framework Programmes at the beginning of 2003. The implementation of the national coordination role concerning the EU Framework Programmes is achieved by TÜBİTAK EU Framework Programmes National Coordination Office (NCO). The continuous progress of the administrative structure of the NCO is thought to be effective in increasing the success of Turkey in Framework Programmes.
